Statutes of FRÆLSUR ÍTRÓTTUR FØROYA

Article 1
Frælsur Ítróttur Føroya (FÍF), the Faroese athletics federation, is an association of all clubs within the Faroese Confederation of Sports (ÍSF) that practise athletics. Through its chair, FÍF has a seat on the board of the Confederation of Sports.
FÍF has the highest authority in all matters relating to athletics.
FÍF is neutral on political, social and religious questions.

Article 2
The purpose of FÍF is to develop and create interest in athletics and to support clubs in their cooperation with one another, as well as to represent athletics at international level and in international and inter-country associations for athletics.

Article 3
A sports club that is a member of ÍSF and has athletics in its statement of purpose is automatically a member of FÍF.
If a member withdraws from the federation, written notice of this must be sent to ÍSF and FÍF.

Article 4
The highest authority in FÍF is the annual general meeting, which is held in April. It must be announced to the clubs and ÍSF in writing and on the FÍF website one month in advance, with the following agenda:
1. Election of a chair of the meeting.
2. The chair reports on the federation’s activities over the past year.
3. The treasurer presents the audited accounts.
4. Motions received.
5. Election of board members and substitutes.
6. Election of a registered auditor.
7. Any other business

Article 5
Each club may send three representatives to the annual general meeting. No one may represent a club at the annual general meeting unless they have been a member of the club for at least one month and are up to date with their membership fees and other membership obligations.

Article 6
The clubs have voting rights at the annual general meeting, with one vote each.
In addition to the above, the ÍSF executive committee, the disciplinary committee and the auditor have the right to speak and to submit proposals.

Article 7
At the annual general meeting, proposed statutes may not be considered nor amendments to the statutes made unless they are on the agenda.
Proposals for statutes and amendments to the statutes must reach the board no later than 14 days before the annual general meeting. The board sends the proposals received to all clubs so that they reach them 7 days before the annual general meeting.
However, other matters not on the agenda may be taken up for consideration and decided if 2/3 of the representatives agree.
For a proposal to be carried at the annual general meeting, more than half of those present who have voting rights must vote in favour. In the event of a tie in the board election, a new vote is held first; if there is still a tie, lots are drawn between the candidates.
An extraordinary general meeting may be held if the board wishes it, or if half of the clubs wish it. An extraordinary general meeting must be announced with seven days’ notice and communicated to the members in writing.

Article 8
FÍF is governed by:
-The annual general meeting
-The executive committee
The executive committee is responsible for the day-to-day management of FÍF.
The executive committee consists of the chair, the vice-chair and three board members.

The chair and one board member are elected in even-numbered years.
The vice-chair and two board members are elected in odd-numbered years.
Nominations for chair, vice-chair and board member must reach the executive committee no later than 14 days before the annual general meeting, and the clubs must be informed of who has been nominated no later than 7 days before the annual general meeting.
The board shall, as far as possible, be made up of members representing different local clubs.
Members of any single club may not make up the majority of the board.
An exception may be made to this provision if other clubs do not put forward candidates.

Two substitute members are elected to serve for one year.

In day-to-day activities, the executive committee is the highest authority of FÍF and is responsible for all financial matters.
However, a resolution of the annual general meeting is required in connection with the purchase or sale of real property.

The executive committee is in all cases bound by the decisions of the general meetings.

The executive committee has the authority to appoint subcommittees, if necessary with members from outside FÍF.

A separate competition committee, which is in charge of all official competitions in athletics in the Faroe Islands and which decides on any disputes relating to athletics, is elected every year.
The chairs of subcommittees must always be elected members of the executive committee, which draws up working rules for all subcommittees.

The executive committee may appoint a treasurer.

The executive committee must ensure that the statutes, regulations and competition rules are always in strict accordance with ÍSF and international rules.

Board members receive no pay for their duties.

Once a year, the executive committee sends the Faroese Confederation of Sports a report on the federation’s activities.

FÍF must consult ÍSF and other sports federations before international events are organised in the Faroe Islands.

Article 9
The annual general meeting elects a disciplinary committee in accordance with the regulations for disciplinary committees of the Faroese Confederation of Sports.

Article 10
The financial basis consists of income from international matches, participation fees, a share of the government grant, etc.

Article 11
Those who at any given time meet the applicable rules of ÍSF and the relevant international authority may take part in official competitions and on the national team.

Article 12
A proposal to dissolve FÍF may only be put forward at an annual general meeting.
To be carried, the proposal must be adopted by at least 3⁄4 of those who have voting rights, while at the same time at least 3⁄4 of the clubs are represented.
Any assets shall pass to athletics in the country, or shall otherwise be used for the benefit of sport.

Thus adopted at the founding general meeting on 22 June 2002 and amended at the general meeting on 12 May 2004 and at the general meeting on 10 May 2008 and at the general meeting on 10 June 2016
